In the world, there are people that are called Secret Dobermans. They are werewolves, descending from cannibalistic criminals from medeival France. The Secret Dobermans were used as experiemnts, and they eventually became used as elite police dogs. As people they're not worth much and any disobedient wolf is disposed of. You can always create new werewolves in labs as long as you have DNA, but their ability to gather data is valued.
Secret Dobermans have a special ability to gather data, and they all have different methods. Whatever they gather the data from, they can read your history, personality, DNA, daily habits, and other personal information. The people they descend from, the criminal cannibals, gathered information from blood and flesh. These days they gather data through much less harmful ways, though if they awaken to gather data through blood by accident, they are disposed of. One gather data from hair, another from holding people's hands, another few from scents, and another from the elasticy of people's cheeks, to name a few examples. Whatever way they gather data through, becomes a fetish for them.

Haruka was born through artificial insemination in a Japanese lab, as was his older brother Hiroshi (the Secret Doberman gathering data from hair). He was born with a weak body unfit to become a police dog, even though that was what he was born for, so he was mostly useless to the police until his powers awakened. He wouldn't do the other police training, though. His older brother spoiled him.
During his years of life he died several times, but he always comes back to life because he's too lazy to cross the sanzu river. He has also come across the Gates to Hell (like Auguste Rodin's Gates of Hell) on more than one occasion (Haruka can draw it in excruciating detail).
His powers awakened much earlier than it usually does for the werewolves, and he was overwhelmed by all the thoughts from people around him that assaulted his mind after he became able to hear people's hearts. A red-haired stranger apparently familiar with werewolf powers helped him one day to get a bit of control over it, and he was able to not be overwhelmed. Haruka could tell that that stranger had two sets of thoughts inside him, as if he were two people.
His way of collecting data, once it awokened, was through the sound of people's voices. He was thus made to listen to an endless amount of recordings of interrogations and calls for the police.
Hiroshi became very busy with his work with the police, and he didn't have time for Haruka, so Haruka ran away from home after making the decision to destroy the Japanese police which takes up so much of his older brother's time. He met Soumei, a werewolf with a body-snatching ability who had lost his body. Soumei had been wrongfully convicted of murder of his partner in the police force, and wanted revenge. Since they shared a goal, Haruka was made the figurative head of Soumei's organization Nora. Soumei's main vessel was a sheep plush, so nobody would take him seriously in that form. His other vessel is a werewolf called Yataro, raised by one of Soumei's other vessels. Yataro and Yataro's friend Natsuki, a female werewolf, became Haruka's "arms and legs", his subordinates, doing the things Haruka can't do, which is just about anything. Haruka had one more reason to join Nora though. He knows that Soumei is his and Hiroshi's father. He decides that he wants to kill Soumei, because the only family that he needs is his older brother.
Two years later, and Haruka appears in front of an Italian mafia boss currently residing in Japan, Don Valentino, and they join forces to crush the police. Haruka has uniformed police attacked all over Japan, and after catching his older brother in a trap, shows up in front of him again. He reveals to Hiroshi that he's a criminal, and Hiroshi says that he'll arrest Haruka and make him come back home.
Nora and the Don get up to random things that are pretty much meeaningless. Some important things that happen though.
Yataro getting sick and put in the care of the Don's subordinate Noah. This is dangerous because Yataro is so ill that his ears and tail might pop out, and Nora are hiding the fact that they're wolves from the Don. They overcome that problem.
Then Yataro go on a date with Noah, because she thinks that he has split personality (thanks to Soumei) and at the end of the date, she finds out that Yataro is a wolf. She thinks that Yataro is hiding that fact from the other Nora members though and she gets interested in learning about the deal with Soumei's frozen body. So she keeps his secret.
They find a clone of Soumei's body, and go to get it. It's too damaged to be used. Haruka learns who was probably his mother. She's long dead but she has made a robot in her appearance.
Then there is the retreival of Soumei's body, after which Haruka is fired from Nora. He tries to kill Soumei then, seeing it as his last chance, but Soumei shoots the gun out of his hand and he flees after he is saved by the robot his mother built. During his first meeting with Soumei in his real body, Haruka learns that Soumei can hear thoughts as well, and that his own powers have stopped working, so he can't hear people's thoughts.
Natsuki brings a deathly sick Haruka to Don's HQ, and he decides to tell Don that he's a wolf. Don gets furious and Haruka and Natsuki has to leave. Haruka finally lets Hiroshi arrest him, but he's brought home instead of to prison. Natsuki gets to come as well.
When Nora starts to get up bombings, Haruka seeks out Don, and asks him to save them, to help him arrest Soumei.
Fhen they find Soumei, who's occupied a building and challenged the cops, Haruka is made to wait outside while his brother goes inside, since Soumei said that he would only speak to Hiroshi. As he waits with the others, part of the building explode and collapse, and Don shows up to save Hiroshi in the nick of time. The people waiting outside are happy to see Hiroshi make it out alive. Soumei seems to be dead though, because he has possessed Yataro again. After making sure that Yataro and Hiroshi are both out of the building though, Soumei leaves Yataro's body and his soul disappears.
Soumei had thought that Nora was going to give up and follow the police after losing their pack leader, but they decided not to. Instead, they chose to follow Don Valentino, which relieved at least Natsuki since then there's nothing to worry about. A goat being the leader of a wolf back is not absurd at all. Haruka can trust him with Nora too, as it's a sub-group to the Valentino Family now. Soumei's body is never find (and in reality he seems to be doing just fine, sticking in contact with only Akiyoshi).
Haruka, Yataro, and Natsuki start to work for the police, after Hiroshi returns to the police and quits being a detective. Hiroshi's assistants Yuta and Kei pick up the work at the agency though, so Inaba Detective Agency is still going strong even three years later. Over time, Haruka's powers to read minds returns in full. Both Haruka and Hiroshi prefer helping with the agency rather than doing actual police work though. Just recently, after three long years of pursuing Don Valentino, Hiroshi manages to arrest him and send him to prison, though the prison has secretly been taken over by the Valentino family. Haruka is going to celebrate the capture with his brother and their friends, though he's probably the only one aware of the take-over thanks to his abilities.
